Indonesia Covers VAT on Domestic Christmas and New Year Flights: What It Means for Bali Trips

Heading to Bali, or flying out of it, over Christmas and New Year? The government has just made a slice of domestic flights cheaper. The new Indonesia flight VAT cut is real, but it’s narrower than “VAT-free” might suggest, so here’s what has been announced and what hasn’t.

The short version: under Finance Ministry Regulation No. 77 of 2026, which took effect on October 20, the government will pay 100% of the VAT on the base fare and fuel surcharge of eligible scheduled domestic economy-class flights. Tickets must be bought between October 20, 2026 and January 10, 2027, and the flight must fall between December 22, 2026 and January 10, 2027. The reports we read describe domestic flights only, and optional extras can still carry VAT.

What Was Announced

The Bali Times reported the measure on October 22, Jakarta Globe (carrying an Antara report) on October 24, and detikBali on October 25. Chief Economic Affairs Minister Airlangga Hartarto announced the year-end package. Jakarta Globe says he spoke at a cabinet meeting on October 21, when about Rp 31.8 trillion was said to be prepared for year-end stimulus overall.

The flight tax relief itself is allocated Rp 722 billion, about US$39.9 million, and is expected to benefit around 3.7 million passengers. detikBali puts the figure at 3.75 million, so treat it as roughly 3.7 million.

What the VAT Cover Includes, and What It Doesn’t

It’s worth reading the wording carefully. The government is covering VAT on two parts of the ticket: the base fare and the fuel surcharge. That doesn’t make the whole ticket tax-free. The Bali Times notes that VAT may still apply to extra baggage, seat selection and other optional purchases, and advises travelers to check the final fare breakdown when booking. We haven’t seen any report explaining how airlines will show the saving at checkout, so we can’t tell you how much a particular ticket will drop.

One airline has offered a rough number. Jakarta Globe quotes Indonesia AirAsia as saying domestic fares could fall by at least 12%, combining the VAT incentive with a 50% cut in passenger service charges. That’s the airline’s own estimate, not an official calculation.

The Rest of the Year-End Package

According to Jakarta Globe, Transport Minister Dudy Purwagandhi listed other discounts: 30% off train fares from December 22 to January 4, a 30% cut in passenger-ship base fares from December 17 to January 10, and waived ferry port service charges from December 22 to January 10. Together these come to Rp 161.4 billion, targeting 2.8 million passengers. detikBali also lists a 50% discount on airport service charges.

Not everyone is convinced about every part of the package. Aviation analyst Gerry Soejatman warned that halving passenger service charges could hurt airport operators, and said the domestic airfare cap, which has been in place since 2010, should be adjusted. That is one analyst’s view, included here for balance.

What It Could Mean for Bali Trips

The Bali Times says the measure could apply to Bali trips to places such as Jakarta, Yogyakarta, Lombok and Labuan Bajo, as long as the dates fall inside the eligible windows. Our own reading, which is an inference and not something the reports state, is that flights to Bali from other Indonesian cities are also domestic and should qualify on the same terms, provided the airline, fare class and dates do. International flights, such as TransNusa’s Melbourne–Bali service, don’t appear to be part of it.

The December 22 to January 10 window overlaps one of the busiest holiday periods of the year, so booking early is sensible whatever the discount ends up being. If you plan to drive once you land, our explainer on the Bali fuel crisis covers the situation as it stood in mid-October.

What We Don’t Know

The reports don’t list which airlines or routes are included beyond “scheduled domestic economy-class flights,” and they don’t say whether low-cost and full-service carriers are treated the same. They also don’t explain what happens to tickets bought before October 20. detikBali prints the travel end date as January 10, 2026, which looks like a typo for 2027, the year the other two reports give. Before you book, check the airline’s own fare terms.

Quick Answers About the Indonesia Flight VAT Cut

Is the whole ticket now VAT-free? No. VAT is covered on the base fare and fuel surcharge of eligible economy flights. VAT may still apply to extras such as baggage and seat selection, according to The Bali Times.

When do I need to book and fly? Buy between October 20, 2026 and January 10, 2027, and fly between December 22, 2026 and January 10, 2027.

Does it cover international flights to Bali? The reports we read describe scheduled domestic economy-class flights only.

The Chimera Villas Take

Anything that makes it easier for Indonesian travelers to reach Bali over the holidays is worth knowing about, but until airlines publish their fares the real saving is uncertain, so we’d treat the headline figures as estimates. If you’re thinking about a year-end stay in Seminyak, it’s worth checking villa availability early for those dates.
