In September 2024 there was a groundbreaking ceremony in Kuta for something genuinely exciting: an underground rail line that would run from the airport through Kuta and Seminyak and on toward Berawa and Cemagi. For anyone who has sat motionless in Bali traffic with a flight to catch, it sounded close to miraculous.
Nearly two years later, the site is an empty plot behind barriers. No machinery, no workers, no tunnel.
Short version: Bali’s subway project has stalled, the company behind it is being sued over unpaid invoices, and you should not plan any trip in the next several years around it existing.
What Was Promised
The plan was ambitious in four phases. Phase one: Airport to Kuta to Seminyak to Berawa to Cemagi. Phase two: Airport to Jimbaran to Udayana University to Nusa Dua. Phase three: Kuta to Sesetan to Renon to Sanur. Phase four: Renon to Sukawati to Ubud.
Taken together, that’s a network connecting nearly every place a visitor actually goes. The headline figure attached to it was US$20 billion, said to be coming from Chinese investors.
What’s Actually Happened
The formal groundbreaking took place on September 4, 2024. Since then, progress has been minimal, and the funding position has never been clearly demonstrated in public.
In 2026 the picture got harder to spin. Samvada Asia, an international infrastructure consultancy that worked on the project, filed a civil suit against lead consortium PT Bumi Indah Prima alleging breach of contract over unpaid invoices totalling roughly USD 7.4 million for services delivered between May 2024 and June 2025.
